I apologize if I'm getting into some else's discussion, but I suggest the following:
1. make the top layer active and choose blend mode screen 2. move the opacity to 30-40 % 3. you can make further adjustments on adjustment layers added to each of the two scans. I'm assuming you have the two layers registered, this can be checked by using blend mode difference temporarily (the image should go black).
