I think you're going to have to experiment with this to give you the image that pleases your engraver's eye.
I just ran a simple test, creating a test document, single staff, and made two copies. I did 85% page reduction on one and printed it, and did various staff percentage reductions on the other one. It is hard to compare onscreen, so I printed them out. An 83% system reduction produced exactly the same staff/element size as the 85% page reduction produced. You should run the same experiment on a single page of a larger score to see if your results match mine.
