These can be handled in any of several different ways:
1) you can use time signatures and bar lines and then hide them using a
staff style;
2) you can create them by using 1 or more subsequent measures of very
strange time signatures (29/4 or 87/16 or something). The problem with
these is that finale doesn't handle splitting measures across systems
well, so the best thing is to figure out what time signature would allow
you to fit the first part on the first system, and then each subsequent
system until the cadenza or time-less passage was finished.
