I'm pretty sure it's contextual. Obviously a measure rest is a whole note, and the part measures depend on the surrounding 'music'. If I had to be specific I would say (in rests)"Half Quarter". Only in very specific circs would I use "q,q,q" - looks very clumsy to me! Never really occured to me before.
