I don't think there's a general rule for this.Oh yes there is. Unless specified otherwise, the duration of any particular note value remains constant. Time signature changes have no effect whatsoever on the duration of notes. Time signatures only group the notes together, but a different grouping does not change the number of, say, quarter notes per second.
