I know you meant it as a laugh, but it's not that far out. Think of an instrument playing most of a crescendoing line, laying out for a few notes. Then he comes back in. If his rest DOESN'T crescendo, he will be too soft when he re-enters.
I always looked at my teacher strangely when he would mark slurs that included rests, too, though I eventually got what he meant by it.
I suppose it would be possible for a rest (where NOBODY in the group plays) to rall as well. I know I've done it dozens of times.
I have to go now. I think there are some other imaginary hairs I need to split...
