As far as I understand, the tactus would be the same & the change would be like moving to triplets. The proportion would be 3 minims of C3/2 = 2 minims of C.

Well, you decide what the "beat" is (in our Renaissance choir it was
called the tactus). The tactus should always be visible, even in the
rests.
Regarding the C3/2 proportion (sesquialtera, I believe), I am at a loss.
Always have been. I assume the C3/2 occurs _after_ the normal C, but I
don't know the ratio between the tactus before and after the 3/2 sign.
Maybe John Howell can explain more?
