What you do is to place rests in an unused layer and hiding them with the o key as you enter them. If you want chords on each beat then enter quarter rests, if you want chords only on beats one and three, enter half rests. You then put the chords in layer 4, attached to the rests and they will display beautifully on top of your bass line.
