You can drag-enclose the bottom handles just as easily. Just position the cursor to one side of the handle of a given stave, drag across it and then up or down to other staves. Even though you encompass all the other handles in doing this, only the bottom handles will be selected when you release the mouse button. Once done, click on any of the selected handles and move up or down; the others will follow. You also can use the arrow keys.
