For the first page, there's something to be said for the orchestral tradition of having every instrument represented on the first system of a full score, even if many of them are blank, and then start optimizing them out on page 2. If that matters to you, then you need to leave the empty vocal staves in for the same reason. If it doesn't, then I see no reason not to optimize them and save a page.
