I need a bit more information here; how do you know it's not working?  For example, after optimizing a system, if you select the staff tool, and examine the extreme left end of an optimized system, do you see one handle on each staff, or two?
If you see two handles at the extreme left edge, optimizing is working but something else is the problem.  If you're looking to have empty staves disappear, and they're not, some of the things to investigate may be whether you are in scroll or page view (optimized staves do not disappear in scroll view).  If empty systems are not disappearing in page view, check to see that the systems are really empty (staves which contain any entries, even whole note rests, do not disappear without extra work).  Also examine to see if you have checked the option to not remove empty staves.

Starting in Fin2003 you can't optimise the second staff of two-staff parts like piano that are created with the Setup Wizard. This might be your problem. Normally you WOULDN'T optimise piano parts, but as you know, we always do this in jazz contexts.


Optimising piano staves created with the Setup Wizard (Finale 2003 and later)
Any two-staff part (piano, harp, etc.) created with the Setup Wizard starting with Finale 2003 will NOT allow optimisation. You have to go through a two-part process to allow the unused staff of a two-staff piano part to be eliminated on extracted parts. This problem does not affect Finale 2002 and previous.

First of all, if you have previously optimised your score OR your extracted part, go back to the Page Layout tool and from the Page Layout menu>Optimise Staff Systems choose Remove Staff System Optimisation. This procedure will not work without this step. You can re-optimise later, so don't worry.

Staff Tool>Staff Menu>Edit Group Attributes
Using the up and down arrows next to "Group ID" find the piano group. It should be called piano.
Beside "Group Optimisation" scroll to "Optimise Normally"
Click OK

Now you can optimise the group, which removes the bottom staff if it has no music in it. DO NOT optimise until you have finalised the layout and LOCKED the staff systems (Mass Edit menu).
