Hi Kim,
If special part extraction is on, you may also need to remove special part extraction first. This will at the same time remove optimization (there will be a warning that pops up telling you that you will lose your optimization....click O.K.) Then, go to your group attributes and change your setting to "optimize staves normally" as has already been suggested. Next, select both staves on the piano part in scroll view, turn special part extraction back on go back to page view, and then optimize.

Changing this setting will not work if the staves are already optimized. Try first removing Staff System Optimization, then choose Edit Group Attributes and set "Optimize Staves Normally". Now re-optimize.
