I think, also, that people are too willing to believe that upgrades fix all sorts of problems, even ones they may not have run into yet, and so to ward off potential future problems they upgrade as a knee-jerk reaction, without even realizing that the problems they haven't run into yet may well be problems they would never run into had they continued to use the older OS.
