In Finale 2006 there's a "Mid Measure Repeat" plug-in which does the job automatically.

You have to do measures with a different meter. You're typical minuet
with pickup starts with a 1/4 measure with the OPTION set to display
a different meter (3/4), and ends with a measure of 2/4.

Then you have to adjust the measure numbering to account for it.

The coming Finale 2006 feature that allows you to mark measures as
not included in measure numbering will make this substantially
easier.

This and the improvements in repeats are things that I look forward
to having when I finally get around to upgrading, because they do
take an awful lot of work. In fact, I'm currently using the Finale
2005 demo to help me set up my repeats, since you have the ability to
get a listing of the repeat path. This has helped me quite a bit
setting up the repeats in a piece with a minuet having 2 trios.
