I couldn't see any problems in the installer log file. Everything
listed is installed where I told it to install. (Nothing listed as
being installed in ~/Library at all.) There is also the Finale GPO
installer and the new Font Installer which should be looked at as
well.
I would like to get to the bottom of this. If anyone else has
problems after installing Finale 2006 on Tiger please let us know!

I take my word "most unlikely" back now.
Two people is enough to prove something is wrong in this magnitude. So,
FinMac2006 installer seems to be overwriting some data under both ~/
Library/Application\ Support and ~/Library/Preferences.
Did FinMac2006 installer left a log at /Library/Receipts/ ? Previous
installers never did, even though VISEX supports it if MM wanted to.
