I'm afraid I haven't the slightest idea what you're talking about.
In Scroll View, you can use the hand grabber to put the leftmost
barline anywhere you want, showing as much or as little of the staff
names as you desire. And once you've put it where you want it, it
stays there, no matter what else you do (that is, provided you don't
move left or right with the hand grabber tool again). If you want to
advance or retreat in Scroll View, on Mac, you can use cmd-page up
and cmd-page down to do so. (I'm sure there's a similar shortcut for
Windows.)
In Page View, obviously, provided the staff names fit on the page,
and left edge of the page is visible, the staff names are always
visible.
In Studio View, the Staff Names are never visible, but the Instrument
Names are always visible (by design).

dealing with 20 or more staves. Tonight I am trying to copy
between two scores and it is taking forever.
What in (%&^&$ were they thinking? It is as if somebody progeammed
this intentionally as a means of torture.
If there is an option that controls this, I sure haven't found it.
I hope somebody can set me straight on this.
