On the playback toolbar, click on the icon on the right that looks like a speaker. Under Playback Region, set it to start at the current counter setting.

(This is bad design, but it makes a little sense if you think about it. If you have the playback region set to always start in a particular place, or to start from the leftmost measure, then there's no need to set a measure number. So that edit box is disabled unless you want to start from the current counter setting.)

The bad design makes no sense at all, because it comes set to playback from leftmost measure, with no indication as to how to make the number setting work, nor even why it's there.

It should come with the default set to playback from whichever measure number is entered, and the other choices should be what a user has to figure out how to do, rather than as it comes now.

Or there should be three playback buttons -- 1) Leftmost on-screen measure; 2) measure 1; 3)indicated measure number. Just three tiny playback buttons with meaningful icons. They wouldn't take up very much toolbar space, and with them all visible, we could pick and choose from situation to situation without having to dig deeper into the program to try to figure out how to get something which appears on screen (whether we're using it or not) to work.
