Make sure you have the latest (2006c) update. This was something which was changed in 2006b, I believe. Now the instruments are only supposed to load when you do playback.
Under the MIDI menu, you can also uncheck 'Play Finale through Native Instruments VST', until you need to load the sounds for playback. This should keep the sounds from loading at all while you're just doing editing.
