Measure-attached expressions can be attached to a beat. Open the
Finale Default File and create a measure-attached "ffff" mark -- the
very first box in the "Measure Expression Alignment" dialog is the
horizontal distance from the alignment point, and the default unit is
"beats".

I can
attach to an existing rest, but if it's a half or whole rest, I can't
attach it to, say, beat 4. And I can't attach to any beat in an
otherwise
empty measure. Direct attachment to a measure grid position would
be great.
