A Mac Universal binary is a program that runs natively on an Intel Mac.
Makemusic announced back in Jan. that Finale 2007 will run natively on
Intel Macs. But Apple has made it clear that you can't mix native and
non-native operations between plugin and host programs. So if you want
to run Fin07 natively on MacIntel, you have to have plugins that are
native-capable also.
It's very similar to what happened with the transition from 68K to PPC
and "Fat Binaries". A big difference is, I believe, that you could mix
68K and PPC. You can't mix PPC and Intel.
Until Finale 2007 become available, the Mac Universal feature of the
plugins will not be much use, because Finale 2006 (or earlier) can't run
in native mode. Also, it doesn't mean much unless you have an
Intel-based Mac.

So far the big new things are:
1) Mac Universal binaries.
So what's a Mac Universal binary, when it's at 'ome?
