Well, for starters, '4 before C' is unambiguous.
'After' can be trickier in theory, but in practice I haven't had
problems; C is always 0, as you say. But note that in English there's
a difference between '4 bars after C' and 'the fourth bar of C'. The
latter is one bar before the former.
