I always use "first measure of [C]," "second measure of [C]", etc., which is unambiguous.

And contra Johannes, the "before" indications are always unambiguous. There's no possible confusion about what measure "three before [C]" refers to.

Good point -- when I'm leading a rehearsal I always say "Count with me, counting C as measure 1, then 2, 3, 4, 5 is where we'll start." If anybody gets that wrong, they're obviously not the brightest bulb on the porch.
