I was the original poster of this question, and I got many helpful responses (including this one). But, is this not possible to do within Finale in 2008? I don't mean to suggest thee there aren't things which might be done more easily or more elegantly with programs that are specifically designed for page layouts, but I believe this is now possible within Finale using Score Merge from the File Menu.

I have not tried combining separate files into a book - the equivalent of a multi-movement work, but I merged separate parts into a score yesterday, and it worked about as well as could be expected. Of course, there are inherent issues - multiple Measure attached expressions seems to be the biggest one, and I suppose that could be dealt with by designing something like the copying filter dialog that could apply to this function. Barring that possible improvement, it works well.
