Interesting term.  How would you describe "better-than-publishing quality"?

better than the majority of wwhat is published (using computer notation) today.

Serious question; I'm really curious.  Better than hand engraving?

actually many of the traditional values of graphic design were abandoned completely with early versions of the various notation programmes; score in its earliest version was likely the only exception, although it had its limitations as well. finale and sib have caught up on some things, but still hinder the user from attaining the highest quality of engraving, either for design limitations (eg. having to resort to external programmes) or for the amount of time needed to piss around to make the thing actually work in a more or less acceptable fashion.

I thought that was what computer engraving tries to duplicate.

you thought wrong, if you are talking about anything other than score, whose mandate from the start -- whether they have achieved it or not is another question -- was to replicate traditional engraving values.

Better than Score? I thought that was the Cadillac of fully controllable computer engraving.

depends on the user. i have seen some real crap done with score, just as i have seen some real crap produced with finale and sibelius.

Better than the existing publishing which is based largely on either Finale or Sibelius?

exactly, now you're getting my point. i don't think that the large majority of what is published is at a high enough level to be used as a benchmark.
