Have you tried changing the shape in Document Options->Multimeasure
Rests? Sometimes older scores and stuff get the font messed up for the
mm rests. Usually changing the shape in there, or perhaps doing special
part extraction again fixes the problem

Re-running the above routine on those passages restored the
multi-rests & the single measure, but it is disturbing to think it
could happen again, without warning!
