I'm afraid you are mistaken. There is a Universal version of the Ambience plugin -- it's been available since October 2007 you can download it here:

However, this is a shareware version with a nag screen. I guess MakeMusic and the Ambience developer have not yet come to terms about including a licensed version of the Universal plugin with Finale?

By the way, I really like that the Aria platform for using the limited Finale 2009 instruments is accessible outside of Finale, either as an AU plugin or as a standalone program. For DP or ProTools (or other sequencer) users, this is a great way to get to know GPO, and for those situations when you need just a tiny bit of MIDI (for which the limited GPO supplies these basic needs), it might be the least processor-hungry way to get something acceptable.
