This statement is false. There is another way to have your alto part not show sharps, and it may even let your chords transpose correctly. FWIW: this is how you *had* to do piece w/o key sigs before Finale added Chromatic Transposition. 1. Set the alto staff to independent key sig. 2. Set the alto staff's key sig to Eb Major. Voila.
