This would be true if it worked. Unfortunately, almost every action taken with measures longer than about 16:1 (64 quarter notes) has resulted in multiple failures (such as spacing) and full-on Finale crashes. Every version through 2007 on every computer I've owned has shown aberrant, unpredictable and crashy behavior on long measures. I have 2010 but haven't tried this with it yet.
