If the 9/8 is conducted/felt in any other subdivision (which is actually quite common, especially 2+2+2+3), then no -- I'd want the half-tied-to-sixteenth plus sixteenth-tied-to-half for maximum clarity. As for the "syncopated" vs. "smooth" feel, I'd opt for accuracy first every time. I'd certainly prefer "accurate but overly-heavily accented" vs. "smooth but approximate" every time, in every context.
