Sounds like a great idea. I've always wished there were an easy way to switch between tools (not that it's hard to click, of course, but a keyboard equivalent that wouldn't involve hassling with QuicKeys or reaching for the mouse). In lieu of a preassigned keystroke for each tool, this would at least be a step in the right direction for me.
