You can select part of a measure by (in selection tool) pressing the left mouse button and dragging around the area you wish to select.
I'm not sure exactly what you mean - do you mean there's a 2/4 bar instead of a 4/4 bar? You can double click on the bar using the time signature tool and change the time signature (ticking the -this bar only- box) Sorry if this isn't what you mean.
