Paul, I have recently done a piece that had lots of these "cut offs" with clefs and found that the easiest and most precise way was to add an extra measure before the clef, hide the barline, apply staff style to the previous measures before the clef, make the bar that has the clef change small and adjust everything below accordingly. This way you have total control of the size of the extended staff lines for the clef. Make the cue clef size to 100% in the document setting so they all match with starting clefs.
