I don't believe that's possible.  But a possible workaround is to add an 
extra staff in the score order required for that system, and for that 
system only move the notes from the main staff for the instrument to 
this auxiliary, out of order staff.  Make sure everything is moved so 
that the original staff for that instrument is totally empty, then use 
the "hide empty staves" command (optimize, if you're using Fin2011 or 
earlier).  Drag the visible but out of order staves so they line up 
appropriately and you should be able to show what your client wants.

It should work, and in my quick test it does work fine.

The only problem will be the linked parts, so this is a case where for 
at least that instrument where you need to correct the part to show all 
the notes on a single staff you'll most likely have to extract that part 
and correct it in the extracted part file.

Example - brass quintet where for one system the tpt2 and hrn parts need 
to be reversed:
original score:
tpt 1
tpt2
hrn
tbn
tba

new version:
tpt1
tpt2
hrn
tpt2
tbn
tba

I just tried it with this brass quintet example and it worked for me -- 
I hope it'll work for you.
