mmmmmm, i'm not sure i get what you are trying to do / see.

layer option "hide layer when inactive" unselected
- when viewing in layer 1, layers 2-4 are also visible
- all layers are visible all the time, unless overridden by "document 
menu / show active layer only"
- when in speedy frame, stem directions behave according to layer option defs

layer option "hide layer when inactive" selected
- when viewing in layer 1, layers 2-4 are not visible
- works all the time *except* when in the speedy frame
- when in speedy frame, stem directions behave as if there were no 
other layers (ignoring layer option defs)

parallel to that, there is the behaviour of hidden notes...

what exactly do you want to see / not see in what context(s)?
