fink updates it's package cache automatically after a 
selfupdate, but when you copied the file to your local tree, 
fink didn't know about it and just used the list of packages in 
the cache.

The reason that you didn't need to do it before is that the 
cache didn't exist before. Finlay wrote it and it got included 
in the 0.40 distribution. You may or may not have noticed that 
fink list is much faster than previous versions...
