I've tried searching the archives, but I can't seem to refine the search enough to find anything out.
I've also looked at the Fink FAQ which suggests the problem might be a .tcshrc but that file doesn't exist and .cshrc has the correct line in it.
Have you looked at FAQ#4.12? http://fink.sourceforge.net/faq/usage-fink.php#cvs-busy
Do you have /usr/bin/cvs or not? If not, you need to install the developer tools.
