The path in fink commander is pretty irrelevant in this context. What is the path in your terminal where you try to run ethereal, i.e. what gives 'printenv PATH'? If it does not contain /sw/bin:/sw/sbin then you have to setup your environment (see http://fink.sourceforge.net/faq/usage-fink.php#fink-not-found).
Otherwise check that ethereal is really installed, i.e. what gives 'fink list ethereal'? You should have an 'i' at the start of any of these two lines:
i ethereal 0.10.2-11 Powerful network protocol analyzer
ethereal-ssl 0.10.2-11 Powerful network protocol analyzer (with SSL)
