Very strange, I do not have this file. Man, I didn't think to check that. I wonder why this would not be included.? I'm using 10.3.2 as installed from Apple.
You should see the following:

Are any of the other files missing. too?
It has been observed many times that the Panther installer installs incomplete packages. Noone knows why. You can reinstall the Essentials.pkg from the Panther CD, but I cannot guarantee that this will not destroy some of the updates that you might have installed in the meantime.
