Fink Version: 0.7.0
Mac OS X: 10.3 (Panther)

My problem arises at step #5, mostly because I'm a
relative computer novice not familiar with Developer
Tools.

My problem is:
- don't know how to open a terminal.app window

That would be the Terminal program that lives in the Utilities subfolder of the OS X Applications folder.

- dont know how to run commands from commander menu

Basically you click the menu item at the top of the screen (e.g. Source) and navigate to the command you want to run, just like any other Mac application.

- do i HAVE to do anything else after step five?

Only to install whatever packages you want (plus others that these need in order to run).

Step 5 is:
Open a new Terminal.app window and run the following:
"fink scanpackages; fink index", or use the included
Fink Commander GUI application (which must be placed
in a real folder on your system, not run from the disk
image) and run the following commands from its menu:
Source->scanpackages followed by Source->Tools->index.

Many thanks,
Jared
