It means two things: 1. Some Fink packages need gcc3.1 for building correctly, so you should install gcc3.1.pkg from your Xcode disk, *in addition to* your gcc3.3. See FAQ#6.17
2. Fink proposes to install xfree86. In case you already have Apple's X11 installed and want to keep it, read FAQ#9.11.
