Ah! That's something completely different. This may be something specific to your own network situation, e.g. that you require an HTTP proxy. What happens if you select option 5?

I've deleted from Fink Commander -> Preferences -> Environment the "proxy" item and now rsync has downloaded and installed gettext tools and go!
