This is really weird, libicu32-dev is supposed to conlict/replace
libicu31 *and* libicu31-dev. Something is depending on libicu31 that
can't be removed.
What happens if you do a "sudo apt-get remove libicu31" ? (don't have
to say yes, I just want to see what it's going to try to remove...)
