I just forced a remove of libicu-dev31 and then reran the fink installer,
and then the dependency checker was then happy to remove libicu31 and
replace it with the 32-dev package.

The compile I was doing (mono and associated packages) is now going ahead
happily.  If I do suffer adverse problems as a result of removing the
package, I'll get back to you and describe what is now failing (and thus
presumably dependant on the old package I removed).

This is really weird, libicu32-dev is supposed to conlict/replace 
libicu31 *and* libicu31-dev.  Something is depending on libicu31 that 
can't be removed.

What happens if you do a "sudo apt-get remove libicu31" ?  (don't have 
to say yes, I just want to see what it's going to try to remove...)
