What OS version are you on? (always a good piece of information to
provide)
And what are you attempting to do? (also a good idea)
It sounds like (if you're on a contemporary OS version) you're trying
to replace Apple's X11 with a fink xfree86 package. If that's so,
then this error means you need to remove /etc/X11 ; e.g. via
sudo rm -rf /etc/X11
