The most recent version for 10.3.x should be available from the stable source distribution.

1) Install the Xcode Tools if you haven't already. (Version 2.4.1 or 2.5).
2)  Run "fink selfupdate-rsync" or "fink selfupdate-cvs"
At that point you should be able to install apache2

(You don't do it in sources.list.  Fink is not Debian)

Try "fink install apache2"
