I'll assume "fink cleanup --bl" doesn't work.  Check in

webkit-1.0.2-1.1.10-5/webkit-1.0.2-1.1.10-5.pid

for the process ID of that and see if that process is still running.
If so, kill it.  Once it's dead try

sudo rm /sw/var/run/fink/buildlock/webkit-1.0.2-1.1.10-5*
