I think I just ran into this myself (10.6/x86-32/stable).

I bootstrapped from 0.29.10 (the latest listed at
<http://www.finkproject.org/download/srcdist.php>), and ran "fink selfupdate"
with the rsync option.

After getting into the libgettext3/libgettext8 install cycle, I tried to
bootstrap again with 0.29.12. Same issue, after an rsync selfupdate.

The rsync process is resetting the date on
/sw/fink/dists/stable/main/finkinfo/base/libgettext3-shlibs.info (0.14.5-4),
which has a date of 2010-01-10, and that apparently is telling 'fink index' that
nothing has changed. If I touch that file and run 'fink update-all' (without an
intervening rsync update), it gets rebuilt, and 0.14.5-2 gets replaced.

Also, the 0.14.5-2 version seems to be coming from the 10.4 directory in the
fink tarball (including 0.29.12).

Everything seems to be building properly now.
