Well, that's a matter for discussion.  XQuartz 2.4 and later are
problematic, because they install newer versions of libraries than does
the official X11 for 10.6, so it's essentially impossible to upgrade
Fink in place once you've installed it.

For a PowerPC it doesn't matter.

Fink only knows about stuff that it controls, plus a selected set of
external items.  You're seeing a libpng15 which isn't from Fink.
