I don't reproduce this when I use an official tarball from the Fink 
project page at sourceforge.  Did you get a your fink source through 
some other method?

As a workaround, you can download the missing image files from 
https://github.com/fink/fink/tree/master/images and put them in the 
images/ directory of the fink source that you are bootstrapping from.
