The command line tools and Xcode.app are treated as separate things now 
for whatever reason, and you're not going to see anything about an 
update to the command line tools via Xcode.app on 10.9, unlike 10.8.  I 
don't really know why Apple decided to do it this way.

The update to the command-line tools showed up under the system's 
Software Update for me.  "xcode-select --install" might work, too.  If 
those don't show anything then you can download the April 2014 release 
of the command line tools from developer.apple.com.
